Builsa National Human Development Report

The theme for this first set of district human development reports is vulnerability. Vulnerability is one of five themes identified for action in the Ghana Poverty Reduction Strategy. The others are the macroeconomy, production and gainful employment, human resource development and governance. The main goal of the Ghana Poverty Reduction Strategy is to “ensure sustainable equitable growth, accelerated poverty reduction and the protection of the vulnerable and excluded within a decentralized, democratic environment” (emphasis added). To achieve this goal there must be information on who the vulnerable are, where they are concentrated, and also the causes of their vulnerability. Ghana do not consider their households to be secure. They are of the opinion that the difference between poor and non-poor households lies in the ability of the latter to cope with risks.
