In the Iraq HDR, the single reference to ethnic minorities is a quotation from the constitution guaranteeing equality before the law for all. The Iraq HDR does an excellent job of tracking changes in the workforce, population, and education levels over time. The report included an array of socio-economic indicators, most of them covering the period 1987-1993 and collected through a household survey conducted by the Central Statistical Organization of the Planning Commission in 1993. These indicators clearly showed a deteriorating status of human development in the country, compared with the situation that was prevailing before the 1990-1991 Gulf Crisis. The document reported a decline of Gross Domestic Product per capita from over US$3,500 in 1990 to US$761 in 1993.
