  The 2004 NHDR for Nigeria focuses on HIV and AIDS. One in seven Africans living with HIV is a Nigerian, with an estimated 3.2 to 3.8 million people infected. The report finds that there is a generalized epidemic no longer confined to populations at higher risk. HIV and AIDS are exacerbating the problems of poverty, malnutrition, low educational attainment and gender disparities thus threatening the attainment of the MDGs as well as slowing growth and other development objectives. The report looks at the achievements and constraints of the country’s response to HIV and AIDS and offers concrete policy messages aimed at mobilizing actors and institutions in a more concerted effort to stop the epidemy.
