These essays trace the evolution of the human development approach from its first formulation to the present day. The book is divided into three sections:

• conceptual foundations comprising classic papers by Sen,Haq, and Streetan
• measurement which discusses the methodology for constructing the human development index and other aspects such as political freedom, gender inequality and poverty
• policy explorations which includes a collection of articles from previous reports
