The theme
The ‘human rights approach to development’ has emerged as one of the significant discourses in international development. It has gained much ground particularly as increasing numbers of civil society organizations in the North and the South are adopting this as the normative framework for their action. Academic work on this approach is growing. As Amartya Sen pointed out almost a decade ago, human Rights share a common motivation with Human Development and Capabilities because both approaches are founded on a commitment to human freedom and dignity. The human rights approach to development also has much in common with the human development agendas that emphasize equity, empowerment and accountability as policy priorities. Sen went on to say that the two approaches are different enough in analysis and methods that they can be mutually reinforcing. Academic work on the relationship between these two perspectives on development is growing but still emerging.
A special journal issue of the Journal of Human Development on Human Rights and the Capabilities approach to development would provide an important contribution to this emerging and growing field of study in human development and capabilities approach. The special issue would stimulate a structured exchange on a the range of issues that need to be explored. The publication would contribute to advancing further research.
