Categories and Criteria

All national and regional HDRs published after June 2002 were eligible for awards in the first five categories. Each Report could be nominated for up to two awards. Nomination forms could be completed by anyone associated with the NHDR. Nomination Formshad to be submitted to the NHDR Unit, Human Development Report Office along with ten copies of the nominated Report.

All nominated Reports had to demonstrate some degree of achievement in each of the six principles of the UNDP Corporate Policy on NHDRs

Criteria are divided into primary indicators, which should be met by most nominated NHDRs, and secondary indicators, which are desirable in the highest quality NHDRs. Given the broad diversity of country circumstances, we recognized some criteria are more relevant than others. This relevance could be explained in the nomination form.

1. Excellence in Quality of Analysis

This Award was given to the NHDR that demonstrated excellence with regard to quality of analysis using a people-centered approach.

2. Excellence in Policy Impact

This Award was given to the NHDR that demonstrated excellence in realizing influence, impact and/or public attention to the issues raised in the Report. Examples include changes in policymaking or planning, reprioritization of resource allocation, new legislation, improved statistical methods, contribution to UNDP/UN programming, public debate, etc. It is recognized that direct impact in the form of policy change is difficult to attain.

However, public launches, media coverage, courses in universities and other manifestations of public policy discourse are all likely to contribute to the overall policy impact of a Report.

3. Excellence in Participatory and Inclusive Process

The involvement of a broad-based team to produce an NHDR contributes significantly to the Report’s quality, legitimacy and effectiveness for advocacy. A participatory process places people in the center of development, builds consensus and increases national ownership. This Award was given to the NHDR team that demonstrated excellence in creating a consultative process to produce and advocate the Report.

4. Excellence in Human Development Innovations—Concepts and Measurement

This award was presented to the NHDR team that had contributed to thinking about the concept of human development and/or demonstrated innovation in the use of human development measurement tools.

Criteria

Innovations in the human development concept or its application(s)

OR

Innovative approaches to the Human Development Index, and/or other indices introduced by the global HDR

Innovative approach to measuring human development beyond the HDI and other indices

5. Excellence in Support of the Millennium Development Goals

The Millennium Development Goals (MDGs) are a set of targets agreed upon by world leaders at the Millennium Development Summit in September 2000, which represent an ambitious agenda for reducing poverty and its causes and manifestations. Progress towards achieving MDGs contribute significantly to human development progress.

This award was shared by the NHDR and UNDP country teams that together had made particularly effective use of the NHDR as an advocacy tool to promote the involvement of national and/or international policy community in achieving MDGs. NHDRs nominated for this award do not have to explicitly make reference to MDGs, but they must demonstrate in-depth analysis of policy reform, institutional change, resource reallocation and alternative policy recommendations that support people-centered strategies towards reaching one or more of the eight goals. NHDR teams whose Reports focus on themes such as poverty reduction, HIV/AIDS, environment, gender, health or education are encouraged to consider whether and how their Report contributes to the achievement of MDGs. As there are many ways a Report can contribute to the promotion of MDGs, the NHDR teams are given the opportunity to describe the links in the attached nomination form.

HD Approach: Analyzes MDGs within a broad people-centered human development context

Policy Analysis: Critical evaluation of relevant existing policy in the country

Data: Data is sourced and reflects people’s aspirations

Policy Recommendations: Recommendations are concrete and feasible

6. The Mahbub ul Haq Award for Outstanding Contribution to Human Development

In the context of economic, political, social and environmental policy debates, human development aims to shift the focus of development back to the well being of people. This qualitatively different development paradigm expands the development objective beyond that of economic growth to incorporate other aspects of well being such as longevity, education, freedom and participation. Success in advancing human development globally and locally depends on the high-level political commitment of national, regional and world leaders.

This award was presented to a national or world leader who had demonstrated outstanding commitment to furthering the understanding and progress of human development in a national, regional or global context.

The winner of the Mahbub ul Haq Award for Outstanding Contribution to Human Development will meet the following general criteria:
