Instructions: This nomination form is curriculum vitae for your HDR. We urge you to answer the questions as comprehensively as possible in the space allowed. 1. Innovation in Measurement

  • Adaptations in any of the indices to better reflect the local situation
  • Innovation in applying or disaggregating the HDI or other indices across gender, ethnic, urban/rural, etc. groupings with relevant technical notes.
  • Presentation of new composite indices, experimentation with dimensions or aggregations, etc. provided that technical notes offer a relevant theoretical framework, statistical methodology is sound, and the index work strengthened overall analysis and advocacy of the Report
  • Innovative combination of quantitative and qualitative data enhancing analysis
  • Implementation of new statistical or data collection methods

2. Participation and Inclusiveness in Report Preparation

  • The authors represented a diversity of national institutions/organizations
  • Events for public debate and feedback mechanisms throughout the development of the report contributing to national capacity development
  • Quantitative/qualitative data reflecting people’s opinions and aspirations
  • Consultations with groups concerned by the NHDR theme as backbone for the development of the analysis

3. Policy Analysis

  • Critical and evidence-based evaluation or analysis of relevant existing policies
  • The analysis contemplates diverse views of key governmental and non-governmental institutions, including people’s views and aspirations
  • Analysis of aspects of the regional or global context that broaden or limit national choices
  • Innovative reflection on what human development means in the local context
  • Analysis of the relationship between human development and a theme that has not yet been explicitly analyzed in the global HDR
  • Elaboration of issues not addressed in the global HDR that may lead to new thinking on human development at the global level

4. Influencing National Policy Debates

  • Outreach strategy beyond the launch with the involvement of the authors of the report and through public discussions about NHDR’s findings
  • Public debate on critical national human development issues inspired by the NHDR (e.g. extensive media coverage or civil society campaigns)
  • Clear uptake in national or sectoral strategies, new or reformed policies, or changes in resource allocation or legislation triggered by the findings of the report
  • UN Country Team processes and programming, including UNDAF, CCA, Theme Groups, and MDG work, informed by the findings of the report.

National/regional Ownership

Is the report nationally driven and owned? Was there a national Steering Committee and/or an Advisory Panel overseeing the preparation of the HDR? How were the members selected? What was the stated mandate? Please provide a list of members and their affiliations.
Does the report reflect national perspectives, including through recommendations linked to the country's development plans and policies?.
Does the report rely primarily on national expertise and capacities, building national credibility and ownership?

Participatory and Inclusive Process

Was the NHDR team multidisciplinary, drawing on perspectives and expertise from diverse groups and institutions?
Did consultation, research and writing for the production of the report involve participatory mechanisms at various stages (e.g. steering committees, readers' groups, seminars)? To what degree were socially excluded groups and other and other stakeholders directly affected by policy analysis and recommendations included in the preparation process? Does the report contain a description of its preparation?
Please describe any coordination or collaboration with other UNDP programmes and/or other UN agencies and donors. (For example, work in support of other MYFF service lines, MDG reporting, CCA, UNDAF, other UNCT activities, Consultative Group meetings, etc.)

Independence of Analysis

Does the report contain objective and reliable analysis as well as accurate and unbiased data, to avoid support for the policies or politics of any one group or institution?
Do the author(s) take responsibility for the report's point of view? Did they exercise full editorial independence? Does the editorial team represent a spectrum of perspectives?
Was the full draft of the report peer-reviewed?

Quality of Analysis

Please explain how the HDR provides a people-centered approach to the theme in both analysis and recommendations, including its treatment of multi-dimensional poverty, economic growth, inequality and excluded groups, human rights, gender, environment, sustainability, governance, etc.?
Does the report contain concrete, sound and realistic policy messages?
Is there a disaggregated HDI? Were there any surveys/research conducted specifically for this HDR? Please describe. What were the principal sources of the data presented in the HDR?
Does the report draw on experiences from other countries?
Are there standard references and notes (i.e. definition, technical notes, bibliography, etc.)?
