Nomination and Procedures

Eligibility

All national, regional or sub-national HDRs published between June 2002 and June 2004 were eligible for nomination. Nomination forms were completed by anyone associated with the NHDR. Each Report could be nominated for up to two awards.

Criteria for eligibility are based on the six principles of the UNDP Corporate Policy on NHDRs. Criteria are divided into primary indicators, which should be met by most nominated NHDRs, and secondary indicators, which are desirable in the highest quality NHDRs. Given the broad diversity of country circumstances, we recognize that some criteria are more relevant than others.

Nomination and Judging Procedure

The nomination and judging procedure is organized around three levels of decision-making:

1. Self-nominations by NHDR teams and UNDP country offices

UNDP Country Offices were asked to nominate Reports that meet the stated criteria by submitting the nomination form available on this website and any additional documentation. Anyone associated with the NHDR could complete the nomination form. If the Entire report was not available in English, a copy of the executive summary translated into English was submitted. The NHDR Unit reviewed the nominations to ensure that each nominated NHDR met the criteria of the specific award for which it was presented.

2. Intermediate Judging Panel

An Intermediate Panel of Judges, made up of UNDP staff members representing each Regional Bureau, Country Offices and other units, selected the top three national or regional Human Development Reports in each Awards category. The panelists were: Maen Nsour, Project Director for AHDR 2003, RBAS HQ; Zena Ali-Ahmed, Programme Specialist, UNDP Lebanon; Louisa Vinton, Team Leader, Western CIS and the Caucasus, RBEC HQ; Andrey Ivanov, Human Development Advisor, Bratislava Regional Centre, RBEC; Omar Noman, RBAP HQ; Seeta Prabhu, Human Development Economist, UNDP India; Lamin Manneh, RBA HQ; Kamil Kamaluddeen, UNDP Liberia; Cielo Morales, RBLAC HQ; Juan Alberto Fuentes, Policy Advisor, NHDR, UNDP Guatemala; Haishan Fu, Chief of Statistics, HDRO; and David Stewart, Policy Specialist and Production Manager, HDRO.

3. Final Panel of Judges

The Final Judging Panel convened in October to select the Awards winners. A group of four eminent development scholars and practitioners, hosted by Mark Malloch Brown made the final selection for each award
