- Sound HS-based policy analysis methodology: support for capacity building/training in policy analysis, including a focus on HS issues facing women and marginalized groups; support for short-term technical expertise to strengthen exploration of policy strategies/alternatives.
- Reliable and relevant HS-oriented quantitative and qualitative data: support the design, collection and analysis of indicators, public opinion or perception surveys (e.g. based on Latvian survey model), and other data to supplement existing and traditional sources, including data disaggregated by region, sex, income, and other parameters of potential marginalization.
