7. Proposed HDR Activities to be supported with the Innovation Fund:
For the 2003 NHDRs Azerbaijan and Turkey selected very similar themes: The Role of Information and New Technologies in Human Development and Harnessing ICT for Turkey's Human Development: 0pportunities, Challenges and Pitfalls respectively. In Azerbaijan the President recently approved the National ICT Strategy. UNDP was the lead agency supporting government efforts in the field. After consultation between the two COs and NHDR teams it was decided to explore the opportunity for cooperation, synergies and information sharing both at the stage of report preparation and during the launch. The two countries will prepare separate national reports but benefit from joint peer review and panel discussion on major findings and recommendations. The NHDR teams will be given opportunity to visit the neighboring country to participate in the above-mentioned discussions. Azerbaijan plans to conduct a small-scale survey on how introduction of ICT affect people life. The process will culminate by the two nation wide launches with the video-conference link between Ankara and Baku to highlight how ICT is changing the way countries and people communicate with each other. The joint publication describing the process and summary of major recommendations will be published in mini CD form and hard copy. To our knowledge this is the first time that two CO have synchronized the launching of the NHDRs with related themes. This can be particularly effective in respect of Turkey and Azerbaijan because of strong historical, ethnic, cultural and economic relations between the two countries, which are neighbors. The launch will be conducted in English and Azeri/Turkish (which are related languages).
8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
Other financial support available for the initiative is the DSS funding which will cover the cost of national expertise, editing, translation, and publication of the NHDRs in English and Azeri languages.
