(Input 3) TV Public Debate between Youths and Parliamentarians: 5-6 TV Cameras and 10-12 TV Crews = 10,000 USD; Travel costs of students and parliamentarians = 1,000 USD; PR (3 National Major Newspapers/Radios/NHDR on MDG Posters) = 2,400 USD

5. HDR Theme/Area of focus: Nationally Tailored MDGs

7. Proposed HDR Activities to be supported with the Innovation Fund:
Output 1: Newly published 2003 Edition of NHDR on MDGs (BiH MDG Report) widely distributed to university students and faculty members
Activity 1.1. 300 copies of NHDR-MDG disseminated to the universities of both entities to strike ethnic balance
Output 2: Student reports on MDGs prepared by students to be submitted to parliamentarians
Activity 2.1. Workshops on MDGs held at the University of Sarajevo, the University of Banja Luka and the University of Mostar, NHDR on MDG to be used as a reference. Workshops will be facilitated by authors of NHDR, in which each author covered each MDG in national context multisectorally.
Activity 2.2. Integration of MDGs into existing curricula encouraged.
Activity 2.3. Student reports built upon NHDR on MDG and MDG Workshops, will be prepared by students themselves at the end of the sessions, with the technical support of the NHDR authors.
Activity 2.3. Student reports submitted to State parliamentarians.
Output 3: Nation-wide TV public debates on MDGs held between students and parliamentarians
Activity 3.1. TV stations to cover public debates on MDG selected.
Activity 3.2. Invitations to the public debate sent to students and parliamentarians.
Activity 3.3. TV debates facilitated by a lead author of NHDR and a NGO representative
Output 4. Public awareness on MDGs increased
Activity 4.1. MDG posters created and disseminated.
Activity 4.2. Interactions between youths and parliamentarians on MDG, covered by 3 major national newspapers
8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
The 2003 Edition of NHDR is on MDGs to be published in June. The production process of NHDR-MDGs fully funded, except its promotion and strategic use of the report. A team of national authors respectively covered each chapter (each MDG). Periodical joint consultation meetings amongst authors have been held to ensure comprehensive analyses and policy recommendations on inter-linked MDGs. First and second drafts of NHDR have been shared electronically with more than 100 NGOs, opened for comments, in addition to NGO consultation meetings held in UNDP CO.

HDR on MDGs widely disseminated amongst Universities that hold a key to promote and educate youths of all ethnic groups on common development visions and strategies. As "development studies" are non-existent in the country, it's encouraged that MDGs be incorporated into existing curricula. As active participants of MDG process, a number of students and professors will be well-informed, and involved in the MDG process, based upon NHDR-MDGs. Building upon NHDR-MDG and MDG workshops to be held at the Universities, students will prepare their own reports on MDGs, to be submitted to the parliamentarians, as a one step toward participatory governance and increase the visibility of the NHDR on MDGs

10. Expected Results:
1) Messages of the NHDR-MDGs widely disseminated to university students and professors cutting across different ethnic groups, to promote development visions and strategies.
2) MDGs promoted and integrated into existing university curricula to the extent possible
3) Voices of youths, built upon NHDR-MDGs, formally submitted to the BiH Parliamentarians.
4) Visibility of NHDR-MDGs increased through the groundbreaking TV public debates, posters, and newspapers.
5) Policy recommendations contained NHDR on MDGs seriously considered by parliamentarians.
11. Timeline for implementation of the proposed activities mentioned in item # 6:
9th of June – 300 copies disseminated to Universities
From June 23rd to July 10th - NHDR/MDG Workshops held at 3 Universities
July 15th – deadline for Student Reports on MDGs
3rd week of July – Student Reports submitted to Parliamentarians
4th week of July – National TV Public Debate on MDG held.
