7. Proposed HDR Activities to be supported with the Innovation Fund:
Colombia’s NHDR 2003 will advance a number of policy reforms in 13 policy areas to enable Colombians to build peace through human development and a thorough and balanced understanding of the conflict’s local roots and incentives.

The challenge of the NHDR 2003 is to achieve attitude and policy changes in the midst of a terrible armed conflict. The NHDR 2003 has already set up 13 regional consultative committees and the National Consultative Committee in addition to a network of journalists and academics functioning in over 12 regions. Even before the launch, the response of the press has also been impressive with over 45 articles in various newspapers and countless interviews on radio and television.

Following the launch, the support of the HDR Innovation Fund would allow the NHDR 2003 Team to deepen its advocacy and outreach activities with the general public in Colombia and policy makers in the United States while training local actors. These would complement planned activities with national and regional policy makers.

For the general public it would produce a short video on the focus and proposals of the report to be presented in cinemas, television and schools and a series of short inserts on each policy area for newspapers, both nationally and regionally.

The importance and influence of the United States policies on Colombia’s conflict require advocacy activities to focus on policy makers in Washington. The NHDR team would organize a public presentation and thematic workshops with selected policy makers and produce specific materials in English making the case for specific policy reforms.

8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
The 2 years process of the NHDR 2003 is supported by a generous grant of the Swedish Cooperation (250.000USD), the CO (200.000USD) and the RBLAC (35.000 USD). The Team is also financed through a number of consulting contracts. The NHDR team is presently engaged in a campaign to strengthen its advocacy and outreach activities following the launch in July. We expect to bring at least 2 other bilateral donors on board.

The activities supported by the Fund would be aimed at expanding the existing outreach and advocacy strategy in two key areas. On the one hand it would allow for wider dissemination efforts of the messages and proposals of the report, through creative materials and innovative mediums. On the other hand it would enable true policy change by going directly to some of the people and groups that can make a difference: policy makers in the United States, mainly through drug policy; and at the local level, where the conflict and its consequences are worse felt. Local actors have an incredible capacity to save lives and increase the options of their people, as they live and understand the dynamics of this complex conflict.

10. Expected Results:
1. A significant increase in the number of people reached by the NHDR’s messages and policy reforms.
2. Policy reform proposals and messages presented in a creative way and distributed to the general public through the newspapers and the video.
3. Key policy proposals discussed with specific policy makers in the US
4. Important public visibility for the NHDR and its participatory process in the US and the global media
5. More than 125 local actors in 5 regions would be trained in accordance to the NHDR’s proposals to enable them to give better responses to their population in front of a raising conflict.

11. Timeline for implementation of the proposed activities mentioned in item # 6:
The launch is expected at the end of July. The first set activities (video an insert) would run from June to October 2003. The second set (the international advocacy) would be in October or November 2003. The third set of activities (local training) would run from August to November 2003.
