7. Proposed HDR Activities to be supported with the Innovation Fund:
After the conclusion of the Inter-Congolese Dialogue and the establishment of transitional political institutions, national actors and external donors feel the urge to start reconstruction activities in war-torn DRC. However, the recurrence of political and armed conflict in the country since independence, their high human cost, and the burden therefore placed on development initiatives recommend a thorough analysis of the fundamental causes (political, economic, social) of conflicts in DRC. The proposed theme for the second NHDR seeks to draw attention to the high vulnerability of the political, economic and social fabric in view of the geographical and historical features of the country. The link between natural resources and armed conflict will be investigated. The lessons from years of autonomous rule in the areas under rebel control will be stressed out. The premises of peace and security will be examined on the standpoint of emerging concepts such as human security and local governance. Approaches to the formulation of reconstruction and rehabilitation programmes will be proposed with a view of ensuring sustainable delivery of basic social goods.
As part of the making of the NHDR, the activities to be supported with the Innovation Fund are: (i) the preparation of background papers on the economics of conflicts and the mechanisms of conflict prevention in DRC; (ii) the organization of two workshops, the first tailored for national experts and academics, members of the civil society, and international experts on the above subjects and the second aimed at parliamentarians, senior government officials, academics, members of the civil society; (iii) the preparation of a study on
