7. Proposed HDR Activities to be supported with the Innovation Fund:
The HDR El Salvador 2003 has three characteristics to cause broad policy impact: 1) The national HDR board of directors is chaired by the Vice-president, who participates very actively and ensures highest political commitment; 2) The 2003 report theme is on El Salvador's preparedness for integration in the global economy under a SHD perspective. This issue has highest visibility due to current negotiations on a free trade agreement with USA (government's first priority); 3) The HDR 2003 will report for the first time on the progress towards MDGs in ELS.
This proposal aims at insuring a strong policy impact by applying innovative ways in presenting and disseminating the main findings with the following objectives and activities:
1) To foster policy dialogue on HDR findings and establish strategic partnerships for the achievement of the MDGs focusing on four strategic sectors: political parties, parliament, local & central governments and mass media. The following activities will ensure a targeted dissemination and advocacy process:
o Workshops with high level political leaders and presentations to members of parliament
o Targeted workshop for mayors
o Targeted workshop for journalists
o Development of communication and advocacy materials.
2) To take the HDR findings local with emphasis on school students and poor rural and urban communities, the following activities will be implemented:
o Establish an itinerant dissemination center including: a) mobile library-bus with information booklets and PC equipment for access to HDR data on CD; b) video with main HDR findings; c) presentation about culture and HD; d) theatrical performances related to HD
8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
The HDR El Salvador 2003 has received contributions from Sweden (USD58,207), Spain (USD20,000), The Netherlands (USD20,000), Germany (USD52,500), and UNDP El Salvador (USD92,831). The government of El Salvador contributes in kind. With a total budget of USD341,197, including the activities of this proposal, the level of current contributions leaves a funding gap of about USD100,000. The resources from the innovation fund are therefore essential to make possible the important dissemination activities described in this proposal.

Human development issues have played a secondary role to economic liberalization objectives in ELS over the last few years. It is therefore necessary to make full use of the HDR 2003 to advocate for a broader inclusion of HD thinking with main decision makers as well as with the population in general. The HDR 2003 can make a strategic difference in view of the presidential elections in early 2004. Therefore, the dissemination strategy will target firstly the main decision makers in the political parties, the parliament and the central government to create a better understanding of the SHD paradigm and the MDG challenge. The HDR 2003 will be used to promote a broad policy dialogue on the main human development challenges identified in relationship to El Salvador's integration in the global economy. Secondly, a broad alliance with strategic partners at the national and local levels will be formed to disseminate the HDR findings and promote community participation in policy dialogue at the local level. This will include in particular the outreach to media, local governments and civil society organizations. Thirdly, the outreach strategy takes into account the special character of the MDGs and their appeal to the population in general. Through the work with mass media, this momentum will be used to create a general interest and need in monitoring the progress of the country in reaching the MDGs. Lastly, the outreach to cultural institutions will help to incorporate more the cultural dimensions of the SHD concept in their analysis and activities.

The current HDR format as book and summery is not suitable for outreach to the population in general. The close working relationship with mass media and the possibility of developing a popular version of the HDR to be distributed as a supplement in one national newspaper will facilitate the outreach enormously. Secondly, the use of a library bus, theatre and other popular instruments of presenting the HDR at the local level will provide especially the poorer rural and urban communities with a direct access in popular language to the main findings of the HDR and to the state of the MDGs in ELS. In addition, the first time availability of HDI data for about 50% of the municipalities will raise the interest in the HDR especially at the local level.
10. Expected Results:
1. Increased SHD and MDG knowledge and understanding by high-level representatives from main government and civil society institutions.
2. Strengthened and increased policy dialogue on key human development issues in El Salvador, both at the national and local level.
3. Improved national capacity for policy formulation and planning towards reaching human development objectives in general and MDGs in particular.
4. Increased knowledge and understanding of SHD issues and MDGs at the local level, especially in poorer communities.
5. Greater participation and influence of the population in policy dialogue processes on SHD issues and in monitoring the achievement of the MDGs.
