7. Proposed HDR Activities to be supported with the Innovation Fund:
1. Building Capacity and Ownership for Human Development:
1.1. Designing Human Development University Lectures
1.2. Designing and conducting Human Development Municipal Workshops (30) intended for community leaders, social actors and municipal authorities. The workshops will be recorded as a documentary to be aired on Television.
1.3. Designing Human Development Press Workshops to explain how the media can contribute to a better understanding of human development.
1.4. Creating a Human Development Journalists Network to monitor human development activities.
1.5. Creating a Human Development Network composed of CSOs, local and central authorities and other development actors to foster an ongoing dialogue on Human Development.
1.6. Designing a Municipal Participation Toolkit to be shared through Workshops with municipal actors.
1.7. Designing and implementing conferences to build capacity in different areas of human development
2. Disseminating the Human Development Concept during the production of the report:
2.1. Designing and launching a Kosovo Human Development Resource WEB Page containing literature, virtual human development courses, forums for discussion and links to the global HDR.
2.2. Promoting the production of Human Development media articles, columns, interviews and analysis around the development of the report.
2.3. Creating a Human Development National Award in Journalism, outstanding pieces of work in communications and human development will be subject to a journalism prize.
3. Participative Approaches to foster knowledge and interest in the report:
3.1. Sponsor a group of young artists to travel throughout Kosovo to explain human development through theatre, painting, music and puppet shows. Media will be engaged.
8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
The demographic survey to calculate the HDI (and other HD indices) and the first ever Kosovo municipal specific data set (including a municipal HDI)is already funded and has begun. Further funding is required to ensure a fully participative process.

1. To introduce and disseminate the concept of human development to all people in Kosovo, including policy makers at both the central and municipal level, considering the gradual transfer of responsibilities from UNMIK to Kosovo's Provisional Institutions of Self Government.
2. To shift the highly politicized public debate (considering future Kosovo elections in 2004) to one that privileges issues raised in the 2004 HDR by raising awareness on municipal disparities in development.
3. To make specific recommendations to improve human development conditions throughout Kosovo through a highly participative and consensus building approach

1. Raise awareness, knowledge, and local ownership of human development.
2. Promote the production of the Human Development Report as a platform for dialgue and consensus on development and democracy issues.
