As mentioned above, HDR Innovation Fund would contribute in the amount of US$ 25,000, i.e. 35% of the total amount of the project.

7. Proposed HDR Activities to be supported with the Innovation Fund:
UNDP Niger is willing to innovate in the way NHDRs and HDR's results and messages are disseminated. Our new strategy will consist on relying on the Rural Radios network (Ruranet/CID initiative) this Network has been expanding nationally since 1998. HDR Innovation Fund's requested will be exclusively allocated to activities related to communication in conformity of the budget above. The principal aim is to maximize its ownership and internalisation by population living in remote areas.
The low literacy rate in Niger (20%) is an obstacle for the dissemination of the key messages contained in NHDRs. In fact, only Nigeriens French speakers have been able to receive and understand that information contained in those messages.
56 community radios have been implemented nationally and are operational. Hence, this network is a powerful tool to disseminate widely educative and developmental programmes and messages. 70 radios stations are expected to be implemented at the time of the launch ( over a total of 160 initially planned in the project).
Audio tape (60'), synthesizing and popularizing key messages of NHDR 2003 will be edited via the Community Radio Steering Committee. Radio programme managers will attend a regional workshop (in Western, Middle-eastern and Northern Niger) during which they will learn and discuss substantive messages from the NHDR to be disseminated. Parallel to that, cassettes will be translated in 9 local languages, depending on the location of each radio. Once the workshops' expected results achieved, programme managers will broadcast related programmes on the basis of a pre-planned calendar elaborated during the workshops. The broadcast will last 30 days.

8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
According to the importance of this operation, UNDP CO is willing to fill to the gap (US $ 46,000) through regular projects of which, Good Governance and Private Sector Promotion (Ner 97/001) and Combating Poverty Programme (Ner 97/003).

As previously said, our new strategy in this matter is based on relying on our Rural Radio Network installed in 1998. After the workshop, cassettes will be translated in 9 local languages, depending on the location of each radio. Once the workshops' expected results achieved, programme managers will broadcast related programmes on the basis of a pre-planned calendar elaborated during the workshops. The broadcast will last 30 days.
At the end of the dissemination activity through radio programmes, 3 regional seminars will be organized by the radios, supported by UNDP Strategy Policy Unit's staff. These debates will consolidate and maximize the internalisation and ownership of NHDR messages by the population. By so doing, we hope to reinforce the internalisation of HDR's messages through an inclusive process concerning 80 % of the total population, of whom only few have been able to take part of this process due to the language chosen to elaborate HDRs.

10. Expected Results:
Increased population's knowledge of HDRs and its messages through community radios programme broadcasts in local languages;
Audio tape containing HDRs and MDGs reports in local languages edited;
Radio programme managers' capacities in analysing HDRs and disseminating results increased;
Radios' capacities increased in disseminating developmental messages, including HDR and MDGs messages;
Increased the percentage of people living in remote areas aware and discussing the findings of HDRs and MDG reports.
