7. Proposed HDR Activities to be supported with the Innovation Fund:
The first NHDR for the Republic of Congo Brazzaville - concerning human development in post-conflict situations – was published in February 2002 according to a highly participatory process: from the choice of its theme to its publishing. The second NRHR will be concerned with poverty.
In complete agreement with the development of this report and supporting the current development process i) of the PRSP and ii) the first Country Report on MDGs, as well as iii) preparing the country for accessing the HIPIC initiative, the following (not inclusive) activities will be undertaken:

a) Set up and activate a standing committee to develop, implement and monitor NHDR recommendations;
b) Organize – based on the terms of reference that were previously developed and in collaboration with the Ministries of Finance and Planning – the collection and analysis of public expenditures so as to assess those directly related to poverty reduction and attaining the MDGs;
c) Draft a report on the distribution of budgetary expenditures (forecasts and accomplishments)
d)Establish a database related to expenditures directly affecting poverty reduction and the MDGs (education, maternal and infant health, hunger, HIV/AIDS and malaria, access to drinking water, public debt, etc.);
e) Plan awareness and training seminars/workshops for parliamentarians, members and government and local collectivity specialists as well as representatives of civil society on: i) the importance of NRHRs as advocacy instruments in effective development policies and in mobilizing resources, ii) the need to prefer allocating budgetary resources to attaining MDGs.

8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
Other funds will be derived from Office TRAC resources for 2004, TTF financing and other donors who are to contribute to financing inquiries into the PRSP and households that will be launched in August 2003 (e.g. World Bank)

Excellence in Quality of Analysis
The 2004 NHDR will provide first reliable main indicators of poverty for Congo Brazzaville. The 2004 NHDR will benefit from households and public expenditures inquiries, as well as others studies which will start in few months within the PRSP process. The results of all theses studies will allow to better and clearly understand the poverty phenomenon in Congo Brazzaville and for developing and implementing appropriate policies of poverty reduction.
Excellence in Policy Impact

Excellence in Participatory and Inclusive Process and Deepening National Ownership
UNDP Brazzaville intends to have a highly participatory process to ensure that the 2004 NHDR will be carried out from the main national development actors in implementing NHDR recommendations, MDGs and PRSP: NGOs, private sector, media, basic communities representatives and government experts will work closely together within this process. In this way, lessons will be learned from the first NHDR elaboration process.

10. Expected Results:
1) An institutional framework for developing and monitoring NHDR recommendations that are in place and functioning;
2) A database of public expenditures allocated to poverty reduction and accomplishing available MDGs;
3) Government specialists, congresspersons and representatives of civil society who have realized the importance and process of developing NRHRs in agreement with national development strategies (PRSP, Plans, sector-based policies);
4) An NHDR with recommendations that favor devoting budgetary resources primarily to poverty reduction and accomplishing available MDGs;
5) An NHDR that has been developed according to a mainly participatory process and which lists the available data on the causes, scale or size and effects of poverty.

11. Timeline for implementation of the proposed activities mentioned in item # 6:
July – August 2003:
·Consultations and establishment of a drafting and monitoring committee for the recommendations of the NRHRs;
·Developing the TOR of the NHDR, the inquiry into public expenditures and its related database;
·Recruiting consultants
·Finalizing, adopting and distributing the inquiry report;
·Launching inquiries for NHDR with consultants.

September – November 2003:
·Setting up the database;
·Preparing awareness and training instruments about NHDRs and giving priority to allocating budgetary resources to poverty reduction and reaching MDGs;
·Awareness and training campaigns;
·Workshop for evaluating thematic reports from the NHDR.

December 2003 – March 2004
·Drafting the final NHDR report

April 2004
·Validating the final report (Word format)

May – June 2004
·Editing and printing the NHDR
