7. Proposed HDR Activities to be supported with the Innovation Fund:
A team of researchers have been identified to contribute to
Rwanda's NHDR under the underlying banners of Citizenship,
Political Identity, and their place in Human Development.
The impact of the genocide on the erosion of Human Development
shall also be analysed with a view to link citizenship and political
identity with the genocide. On April 01 2004, the day following the
NHDR launch, the world shall mark ten years after the genocide
in Rwanda. Thus the NHDR shall be launched to generate policy debate
on the role of peace, security and political inclusion as fundamental
for Human Development. For the different contributors to continue, it has become
evident that there is an urgent need for a comprehensive conceptual framework paper.
One whcih combines a strong theoretical foundation with concrete,
and persuasively convincing evidence of a link through the three pillars
of the NHDR's theme. This will form the conceptual guidance for the
national contributing authors, as well as act as the umbrella chapeau
for the report. It is also in principle the piece that forms a ground-breaking
innovation in the political discourse in Rwanda. For this work, consultancy
services for a researcher of international repute in this field is sought,
and we hope that a grant from the HDR innovation fund can help us
finance it. Following his recent publication entitled "When Victims became
killers: Colonialism, Nativism, and the Genocide in Rwanda",
Professor Mahmood Mamdan of Columbia University has been
identified for the work.

8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
For the other activities associated with the 2003 NHDR for Rwanda,
a partnership between the National University of Rwanda, the Government
and UNDP have committed significant programme resources to the NHDR,
despite other prevailing programming demands.

This will form the conceptual guidance for the national contributing

10. Expected Results:
1. A conceptual theoretical and guidance framework paper to the NHDR;
2. Public awareness of Human Development and debate on the HD policies
3. A strong theoretical and empirical evidence for the importance of political
inclusiveness, peace and security in HD.

11. Timeline for implementation of the proposed activities mentioned in item # 6:
Due to the importance of this product in relation to the other contributions,
the activities are considered urgent, in any case no later than
end June 2003. The level of effort is about one to one and half work month
for the products. It is expected to be integrated within rest of the NHDR by
end July 2003.
