7. Proposed HDR Activities to be supported with the Innovation Fund:
Sudan NHDR 2003 has as its theme "Post-War Sudan: The Burden of Conflict and the Challenges of Peace-Sustaining Human Security/Development". Its aims at advocacy for (a) comprehensive peace in war-torn Sudan and (b) the adoption of human security and human development as anchors for post-war recovery and development strategies.

A basic message of Sudan NHDR is the need to root the peace process within the groups affected by conflict (both the civil war and inter-group). A majority of the population in the conflict-ridden regions, however, are illiterate. They are also not versed in either of the two languages in which Sudan NHDR will be published (English and Arabic). For this reason it is proposed that dissemination of the NHDR will be in a form of video, containing an overview of the analysis and the main messages in Arabic and 16 local languages (Dinka, Nuer, Shilluk, Anuak, Zande, Toposa Mundari, Baria, Maban, Ingessana, two Nuba Dialects, Fur, Zaghawa, Massalit and Tu Bedawi).
Dissemination will be conducted in collaboration with NGOs operating at the local level. A small team (composed of the authors, UNDP official and local translator) would tour the main urban and rural centers in the targeted regions (Southern Sudan, Nuba Mountains, Southern Blue Nile, Abyei, Red Sea Hills and Greater Darfur).

8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
UNDP Sudan is funding through its TRAC resources the preparation of the NHDR. The resources include funding the costs of a team leader as well as national experts to prepare relevant sections of the Report. It also includes the printing of the Report and conducting national workshops to debate the issues and main messages contained in the Report.

Resources received through the Innovation Fund will support the process of building the awareness of a broad spectrum of the marginalized Sudanese in rural areas. These people have no knowledge of the English nor Arabic languages and need to be informed of the main messages in the NHDR which are of vital concern to them.

10. Expected Results:
The expected results would be an increased awareness of the Sudanese population at large and the vulnerable indigenous populations, in particular of the obstacles and issues that are constraining their choices and ability to lead a long, secure and productive life.

11. Timeline for implementation of the proposed activities mentioned in item # 6:
The proposed start date for the activities is September 2003. The planned activities would be implemented over a duration of four months. At the end of 2003, it is expected that all the target areas would be covered.
