7. Proposed HDR Activities to be supported with the Innovation Fund:
Objective:
UNDP Turkey Country Office intends to advocate for the findings of the global HDR-2003 and 2003 National HDR for Turkey, through a Road-Show, thus reaching many provinces and wider audiences in all regions of Turkey. The road-show will also be designed to serve the advocacy efforts of MDG Report, expected to be published before Spring 2004.
The theme of this Advocacy Road Show will be: “Sharing the Reports About People With the People”.
Audience:
All activities will be directed to bring together the local people, academicians, local governments and municipalities, media and the parliamentarians representing the visited provinces, in a participatory forum to discuss the profile and achievement status of Turkey with respect to the MDGs, based on analysis of HDR-2003, NHDR-2003 and Turkey MDGR-2004 results.
Topics:
The Road-Show will visit many cities across the country, representing different levels of human development and developmental challenges. Each city will host a different set of activities framed around specific MDG areas and relevant to that city’s developmental priorities. Members of the UN Country Team will participate according to thematic area covered in each city visited.
• Global HDR-2003: A Profile of Human Development Performance and MDGs Achievement Status in Turkey and at the province visited.
• NHDR-2003: Harnessing Technology for Turkey’s Development: Findings and Human Development Achievement at project provinces.
• Presentation of UNDP’s e-Governance activities and UNDP/Cisco Partnership experiences as good practices for deepening and expanding the use of technology for human development.
Activities:
The series of activities will kick-off with the Official Launch.
8. Other financial support available to complement these activities and the preparation of the above mentioned HDR:
a- The Preparation of Turkey’s NHDR-2003, focusing on “Harnessing Technology for Development of Turkey” is supported under a UNDP/Turkish Government Technical Cooperation Programme. The Human Development Policy and Research Center at Bosphorus Unversity in Istanbul, is the national agency responsible for the preparation of this and the future NHDRs. The Center has been allocated 60,000 USD in the year 2003 for HD policy development support activities and NHDR-2003 preparation.
b- CISCO Support (in kind and in cash where appropriate): UNDP in Turkey and CISCO enjoy a successful partnership under a Memorandum of Understanding, to expand CISCO Networking Academy Program activities in regions where UNDP has regional development projects.
c- Funding allocated for the preparation and advocacy of Turkey’s MDG Report through the Resident Coordinator Budget (10,000 US)

Excellence in Policy Impact
Intention:
In addition to mobilizing the local media, the Advocacy Road Show team will support members of the national level print and audio-visual media to follow the activities thoroughly, and then publicize their impressions for wider audiences. Special TV programes with Q&A sessions will be organized at national TV stations to clarify the HDR contents and their relevance to Turkey. A Brochure on MDGS and HD performance profile of Turkey will be prepared based on the advise of the MDG Report along with other information and advocacy materials and disseminated to schools, local institutions, NGOs and Universities.
A special HDR/MDG page within UNDP Turkey CO web site (www.undp.or.tr) will be created and duly updated with this information both in English and Turkish languages.
Excellence in Participatory and Inclusive Process and Deepening National Ownership
Intention:
The design of the field visits planned within the scope of the HDR Advocacy Road Show will serve to deepen national ownership. This will be achieved mainly by engaging political leaders to advocate for the NHDR findings among local level constituencies. Furthermore, the linkages to be established with the Local Agenda 21 Program of Turkey (TUR/03/004) which is currently being implemented in 50 cities and with province based support agencies for gender empowerment and youth programs will play a significant role in reaching to all local stakeholders and contribute to the national ownership.
Excellence in Presentation
Intention:
The Turkey HDR Innovation Project will represent a unique way of presentation of the HDR/MDG and NHDR messages through an extensive Road-Show activity, in addition to traditional methods of the official Launch activities to be organized for HDR and NHDR.
10. Expected Results:
• Increased policy development impact and awareness created on HDR/NHDR and MDGs concerns among UNDP’s non-traditional partners and organizations at local and grassroots level.
• Backward and forward linkages established between MDG/HDR advocacy activities and the CO’s programming activities, with outcomes expected in new programmes and partnerships with especially the business sector and local government and CSOs.
• More than 3 million viewers reached through the special TV programmes focusing on Turkey’s HD Performance and MDG achievements.
• MDG and HDR-2003 Turkey Profile Reports become available for wider use and dissemination, distribution among the public, private and NGO institutions, and with schools and universities in selected provinces.
• Turkey’s MDGs and HDR-2003 Profiles become widely known in the country, with increased ownership of HD/MDGs Issues by the Turkish media, local groups and NGOs in less developed regions and communitie
