HDR Working Documents

The preparation process for National and Regional Human Development Reports relies on various mechanisms to engage government and non-governmental stakeholders, and to support longer-term capacity development, policy advocacy, and follow-up objectives. These mechanisms include the establishment of advisory panels, recruitment of expert consultants and peer reviewers, and organization of training workshops and consultations.

The following database offers a variety of HDR working documents used to plan, contract and coordinate these activities. It allows HDR teams the chance to share their experiences and facilitates broader efforts for knowledge sharing and South-South cooperation.

HDRO has also prepared sample Terms of Reference for various key HDR team positions, including Team Leader, Editor, Team Member, Gender Expert, and HDI/Statistical Expert. These ToR are sample documents only and are meant to be adapted to national and regional contexts. Some useful tips for the hiring process:

  • make sure there are enough consultant days planned – often the number of days are underestimated and under-budgeted
  • clarify from the beginning the relationship between the Editor(s) and Team Leader/lead author(s)
  • consider the option of hiring a skilled copy-editor, once substantive editing for the HDR has been completed.
