The Annual Conference of the Human Development and Capability Association (HDCA) sets out to explore the relationships between equality, inclusion and human development. Equality here is understood not only as equality in incomes and capabilities between and within social groups, women and men or individuals, but also in terms of possessing the basic capabilities to overcome wider socio-economic and political constraints. It includes perceptions of inequality as well as more objectively measured inequalities. Real or perceived equality can, among other factors, form the basis of inclusion in socio-economic and political processes. Conversely, inequality may lead to different types of social tensions and conflicts and affect human development outcomes in various ways.
The main issues that can be addressed may include the following:
Prospective paper writers can examine these issues from diverse perspectives – encompassing theoretical and conceptual perspectives including philosophical arguments, empirical analyses including econometric analyses, and policy considerations. Papers may contribute to debates on how inequality affects and is affected by human development. They are welcome to engage critically with the human development and capability approach discourse.
Following the conventions set by previous HDCA conferences, high quality papers on other aspects of human development and capability approach (gender and intra-household distribution, sustainable development, poverty in all of its dimensions, measurement and quantitative methods, participatory methods, formal and informal institutions, health and education, indigenous peoples, foundational philosophical problems, human rights, theoretical issues and technical matters in applying the capability approach) are also invited.
This summer school is offered for those with a statistical or econometric background who wish to deepen their knowledge of current methodologies for applying the capability approach. The summer school will be 28 August – 9 September, in the premises of the Institute for Human Development. It is co-organised by Enrica Chiappero-Martinetti and Sabina Alkire. Accommodation will be in Indian-style guest rooms which may be single or shared ($30-$40/night). In addition to costs for accommodation, a course fee of $300 for students and $500 for professionals is charged to cover course costs.
Venue and Staying Arrangements
The Conference will be hosted by the Institute for Human Development (IHD) (http://ihdindia.org/), New Delhi. The venue of the Conference will be the India International Centre (IIC) and India Islamic Cultural Centre (IICC), New Delhi. These two adjacent premises are cultural hubs of Delhi and are located in the centre of the City at Lodi Estate. The staying arrangements of the participants will be at the venue, nearby hotels, lodges and guest houses. The travelling time from the place of lodging will vary between 10 to 40 minutes. The local travel will be the responsibility of the host institution.

The deadline for submission of papers and panel proposals is 15 March 2008, and for full papers 31 July, 2008. Information on the acceptance of panel session/paper proposals will be communicated by late April/early May 2008.
There will be a limited number of fee reductions for students and scholars from developing countries. Scholars who wish to be considered for financial assistance must indicate so in the submission of their proposals. Submission of full paper by 1 July is a requirement for any seeking financial assistance.

Registration Fees
Registration fee includes HDCA membership fee (it also covers one year subscription to the Journal of Human Development), lunch, mid-morning and afternoon tea, a conference dinner, admission to sessions, a conference bag, a copy of the programme, a volume containing abstracts of papers and a CD containing all the papers.
Participants are requested to register by 30 June 2008 so that appropriate arrangements for their stay are made. The registration request after 30 June will be accepted only on the payment of late registration fee. It will be difficult for the organisers to entertain any request of registration after 16 August 2008. Online registration for the conference will open in May 2008. Indian participants can register locally with IHD.
