The next Human Development Course on “Concepts, Measurement and Policy Implications” will be held at Eynsham Hall just outside Oxford, United Kingdom during 28 February – 11 March 2011. It is organized by the UNDP Human Development Report Office and the Oxford Poverty and Human Development Initiative (OPHI).
The course will offer an in-depth review and policy-oriented introduction to key human development concepts, measures and analytical tools, and policy implications introduced in the Human Development Report 2010. There will be a particular focus on the new measures, a topic on which country and staff demand has already been expressed.
The target audience is staff in Ministries of Planning, Finance, Economy and national statistics offices who have experience and roles linked to development policy planning and monitoring, including Poverty Reduction Strategy Papers and MDG-based strategies, as well as UNDP staff working on related issues including Resident Representatives, Deputy Resident Representatives, Advisors, and Human Development Focal Points.
The course is being organized in two phases over two weeks. The first week offers an introduction to concepts and measures, and the second week is devoted to more detailed discussions and practical exercises on HD measurement methodologies and techniques.
Senior national partners and UNDP staff, including Country Directors, Advisors and Human Development Focal Points would be expected to attend the first week only, while more technical specialists from national governments and UNDP staff with knowledge of Stata and statistics would be expected to participate in the full two week programme.
Eligibility and Selection Criteria
The course can accommodate up to fifty-five participants for the first week. Candidates will be evaluated as described above and on the relevance of the course to their institutional responsibility. Candidates should have a basic understanding of the human development approach and demonstrate proficiency in written and spoken English. Diversity in terms of regional representation and some gender balance will be sought.
Course Fee
The cost of the course is $5000 for the full two week course, and $3500 for the one week course, which covers tuition, as well as accommodation and meals at Eynsham Hall. This sum does not include travel costs to and from Oxford. HDRO is not able to offer financial aid for this course.
