In this fourth report, the main subject is human development and decentralization. Is the concept of Human Development applicable at the local level? How can development be achieved? This report discusses some aspects of this complex phenomenon in order to offer guidelines to action and decision-making.
The Honduras NHDR 1998 examines the relationship between social spending and human development, with a classification of the departments by levels of spending. In addition, municipalities are analyzed and data for the rural areas are provided.
This report is written in the context of the Peace Agreement Negotiation.
The objective of this report is to allow a better understanding of national realities, to deepen the development debate and contribute to finding consensus on a peaceful and poverty-reducing democratic transition in Guatemala. This analysis is a starting point to evaluate future peace negotiations. The main lesson of this report is that urgent effort is required to improve statistical surveys in Guatemala.
