Poverty, Social Integration and Regional Gaps

The Latvia Human Development Report 1996 builds on the 1995 report, aiming to further the development debate in Latvia by analyzing progress achieved, pointing to challenges still ahead and suggesting ways to improve human well-being. The report provides an in-depth analysis of four main issues; rural-urban migration; the economy; education reform; participation and strengthening civil society. The authors argue that, following the transition, the state is retreating and civil society must fill the gap and conclude by offering explicit policy recommendations.
