The state of the State

The Bolivia National Human Development Report 2007 “The state of the State” reveals unresolved tensions that have persisted throughout the country’s history. Beliefs, representations and narratives on state structure are contrasted with practices, activities and institutions that describe what a State is and does. The report documents the emergence of a new “common sense” that unites people across regions, class and ethnic cleavages.
