2009 Global NHDR Teams Meeting

The UNDP Human Development Report Office supported the 3rd OECD World Forum on Statistics, Knowledge and Policy (organised in Busan, Korea on 27-30 October in cooperation with the Korea National Statistical Office) by facilitating discussions around the Human Development Index (HDI) as a tool for measuring societal progress, and the presentation of national and regional Human Development Reports (HDRs) experiences in engaging a wide range of societal actors in the assessment and measurement of human development.

The OECD Forum gathering of more than 1000 experts in statistics, measurement and civic participation provided an occasion to discuss human development measurement features that are critical to the global Human Development Report (HDR) 2010, which included a review of twenty years of applying the human development approach.

The meetings in Busan were also an opportunity to share and recognize excellence in human development analysis and application through the 2009 Human Development Awards for Excellence, and the prestigious Mahbub ul Haq Award, which was given to a leading global figure for outstanding achievements and commitment to human development.

Objectives

  1. Taking stock of 20 years of human development
    • Exchange experiences with leading experts on assessing human and societal wellbeing, evolution in thinking and practice, and provide input for the re-assessment of the HDI for the preparation of the 2010 HDR
    • Present national and regional good practices and innovative approaches, which can be reviewed in the preparation of HDR 2010
    • Present HDR experiences with measurement challenges and innovations building synergies with the 3rd World Forum on "Statistics, Knowledge and Policy"
  2. Assess the status of the HDR support system and enhance collaboration and networking among HD experts, including UNDP staff, academics and governmental and civil society stakeholders engaged in the HDR process
    • A multi-stakeholder review of the corporate policy and minimum standards: are these standards sufficient to ensure the desired quality? What are the main challenges to achieve them and improve shared corporate accountability?
    • Review of existing tools and training opportunities: are they adequate and accessible? What are the main shortcomings?
    • Share best practices in applying the human development approach to policy and programming
    • Global, regional and sub-regional networks: sharing experiences and building new alliances
  3. Reward innovation and quality in the most prominent national HDRs and recognize outstanding HD contributions through the Mahbub ul Haq Award
    • Collect impact and innovation examples
    • Acknowledge best practices in the production of HDRs through the Award Ceremony
    • Promote HD and HDR analysis to media and other partners while bringing greater attention to pressing HD debates

The global meeting took place in parallel to the 3rd OECD World Forum on Statistics, Knowledge and Policy and included a private session for HDR focal points as well as participation in official sessions of the 3rd World Forum. The Global NHDR Teams Meeting was on 26 October 2009.
