Panel discussion on the United Nations Development Programme’s 2009 Human Development Report
Overcoming barriers: Human mobility and development is the new, definitive, must-read Report on migration and development that everyone interested in the wide-ranging topic should be reading and citing for the GFMD and beyond.
Jeni Klugman, Director of the Human Development Report Office, will present the Report’s key findings and outline its recommendations for action by governments, civil society and other actors.
The panel will be chaired by Louka Katseli, Minister of the Economy of Greece

Modern developments in the field of migration, mainly the impact of globalisation, have transformed the migration process into a complex phenomenon that requires a holistic approach. More specifically, the multidimensional nature of global mobility necessitates the enhancement of the interdependence between the countries of origin and host countries, as well as the interaction between the different political fields aiming at effective and holistic management.
Greece, as Chair of the 3rd GFMD, aims at enhancing the Forum’s nature as a framework for open and productive dialogue, as a forum for exchanging good practices among the countries and as a field of detecting gaps in policies. The priority of the Greek Chair is the production of practical results in order to adopt political initiatives, which promote the integration of migration policies in developmental strategies at national, regional and international level. Greece intends to move towards promoting specific proposals for programmes and policies that could be evaluated and integrated in the national migration policies of the participating countries. The Greek Chair aims at ensuring the thematic continuity and detailed study of issues examined in previous fora. However, the examination of new themes and the investigation of modern challenges are also Greece’s priority, especially the impact of the global economic crisis in the field of the migration-development interaction.
It is reminded that the utilisation of developmental policies in the field of migration is one of the subjects of the European Pact on Immigration and Asylum, which was adopted by the European Council on 15-18 October 2008. The Pact sets the foundations for the institutional protection of the interconnection between migration and development within the framework of an overall migration policy. Furthermore, at international level, the trend of preceding migration as a parameter of the developmental strategies at national, regional and international level is observed in order to achieve the international recognised development goals (including the Millennium Development Goals (MDGs) of the UN).
