Part 1

Introduction

Identification of theme (present the theme selected for review)
Relationship with human development concepts (explain the particular relevance of the theme to the broader concepts of human development)
Approach to selected theme adopted in Global HDRs (see attached analysis of Global HDRs series)

Part 2

Review of selected NHDRs from the country perspective

For the Workshop, please prepare a bullet-point presentation covering the following issues and constituting a comparative analysis of the group of NHDRs reviewed, with illustrative examples wherever possible.

At a later stage, for each report reviewed, kindly provide the following, in 2 –3 pages:

A. Central theme, key messages approach adopted
What is the central theme of the report? What are the key messages? Are these clear and well-presented? What approach has been adopted in terms of key concepts and analytical processes?

B. Human Development Perspective
Coherence of approach adopted – internally and with respect to global; HDRs ((Please note similarities and differences from the approach adopted in the global HDRs);

C. Presentation

Overall impressions: Does the report read like a government document? Does it read like an NGO report? Or one prepared by an independent policy institute: Does it appear to be written by international consultants/analysts? Does it contain a mix of the above? Do you get an idea from your review of the intended audience?

Comprehensiveness of coverage: does the report contain a comprehensive description and analysis of the thematic situation? Does the report also present the general human development context in the country? Does the report refer to the experience of other countries (of the region, globally)?

Format adopted: Does the report contain an overview or summary?
Is there a chapter on general HD concepts and situation (presentational for first reports, updates on national HD situation in subsequent reports)?
Is there a country profile in the form of basic HD statistics?
Does the report contain the following: figures; graphs and charts; boxes; maps; photos; human-interest stories?

Does the report present data in a readable manner through the incorporation of key statistics in text; tables; graphs; charts?
Are the tables, graphs and charts presented fully compatible with and relevant to the text?
Are comprehensive statistical tables included as an annex? Is there an annex with references (bibliography)?

Use of indicators and data

a) Indicators: identify the indicators used to substantiate analysis, messages, and recommendations. Does the report contain enough statistics and tables to reflect the thematic focus and the general HD situation? Have global HD indicators (HDI, HPI, GDI, GEM) been used? Have these been adapted to the country circumstances? Have new indicators been introduced? If so, please describe these briefly. Are all indicators clearly defined in text or in technical annexes?

b) Other data: What are the main sources of data used? Does the report contain time-series? Are there any significant gaps in national data? If so, what?

Does the report contain disaggregated data, such as sub-national (provinces, municipalities); gender-breakdown; breakdown by other locally significant factors (e.g. social groups, racial or ethnic identity)? Are there major inconsistencies between global and national data? Please provide examples. Are such inconsistencies analysed and explained? Are the nature and sources of data clearly identified (technical specifications, years covered, source)?

D. Preparatory Process: Does the report contain information on the nature of the preparatory process? If so, please describe briefly the key features (selection of theme, responsibility for research and drafting, advisory boards, independent review, substantive backstopping) and provide reference (such information will normally be found in the preface or introduction).

E. Policy orientation Does the report contain policy recommendations or options? Is it clear what policies the report aims to examine, modify or affect? Are any policy recommendations or options sufficiently specific or would further work be required to turn general recommendations into proposals/options for specific policy changes? Please provide examples.
