THE General Secretariat for Development Planning (GSDP) has launched a project for activating the recommendations of Qatar's first Human Development Report.
Shortly after releasing the report, the GSDP examined methods to be adopted for activating the recommendations by holding a five-day workshop to discuss the issues raised.
The participants included experts from several ministries, government agencies and private institutions concerned with different aspects of human development.
After five days of constructive discussions, the participants reviewed the recommendations and added new ones pertaining to the latest developments witnessed by the country.
The Planning Council Secretary-General, HE Sheikh Hamad bin Jabor al-Thani, stressed the importance of activating the recommendations in order to ensure optimal utilisation of the report.
“Activating the report's recommendations will coincide with the preparation of the second report on the water resources in the country,” he said.
Qatar used to issue an initial main report, while the later reports usually focus on the most important issues of concern to the community.
The first report includes general recommendations on designing an integrated human development strategy through diagnosing the development situation described in the report.
Establishing an integrated programme for the development process, developing infrastructure for education and innovation, linking education output to the job market needs, and controlling the phenomenon of absconding workers are part of the recommendations.
Developing appropriate policy for encouraging, supporting and monitoring the health sector and overcome fragmentation of this sector, and designing a plan for training more Qataris to increase their participation in the health services are among the suggestions.
National capacity building, developing a coherent strategy environment protection, establishing national database, encouraging all concerned parties to evaluate development projects, enhancing the traffic safety policy, observing and monitoring poverty rates among population and examining proposals to develop such categories economically are the other recommendations.
The sectoral recommendations include integrating citizens into the country’s economic growth, supporting the population and manpower policies, institutionalising community development and developing the community of science and knowledge, providing means for strengthening the health sector and conservation of environment, enhancing security, justice, empowerment, partnership, freedom and democracy.
Later, the teamwork formed for activating the recommendations held a meeting headed by the Permanent Population Committee’s deputy chairman Dr Hassan al-Mohannadi and attended by senior official representing the organisations concerned.
The meeting agreed on activating the recommendation through two phases – phase one, which proposed to cover the period from July to December 2007, include revision, documentation of achievements and evaluating the development and recommendation.
A workshop will be held at the end of the first phase, where the achievements will be reviewed and discussed.
The workshop will mark the launch of the second phase, which is expected to focus on designing a long-term human development strategy in Qatar. This phase is scheduled to cover the period from January to May 2008.
