Angola Drafts National Plan of Action on Climatic Adaptation

Luanda, 02/26 – Angolan minister of Urbanisation and Environment, Diakumpuna Sita José, Tuesday in Luanda, mentioned the preparation of the first National Communication on Climatic Alterations and the National Adaptation Plan as the main projects of his sector concenring climatic changes in the country.

The minister was speaking during the launch of the United Nations Development Programme (UNDP) Report on the Human Development Programme held in Luanda in the presence of various government officials, MPs and other figures.

According to him, the communication will include an inventory on the sources of emission of greenhouse effect and prove a deep knowledge of the main source of emission of polluting substances.

The programme is also intended to help develop strategies and appropriate plans to reduce or eliminate them, according to the minister.

As to the National Adaptation Plan (Napa), the source said, it will include the definition of immediate mitigation and adaptation measures, as well as adaptation to the effects of climatic changes in the country.

According to Sita José, the two projects will be supported by the UN Environment Programme (UNEP), through the World Fund for Environment (Gef), estimated at Usd 700,000.

As he said, his department is also engaged in the preparation of the National Wastes Management Strategy that will be built on the basis of the principle of re-development, economic valorisation and environmental preservation.

He also stated that there are indications that confirm the rise in temperature in Angola in the last 50 years.

For this reason, he considers adapting to the climatic changes as a priority action of the Government sectoral policies.

The minister reiterated that in order to correspond to the international commitments, the country has drafted a National Strategy for the Implementation of the UN Convention on Climatic Changes and of the Kyoto Protocol.

These include actions recommended in the field of energy, transports, forests and oil industry.

With the title "Fighting the climatic changes: Human solidarity in a contrasting world", the document presents as main recommendations the need for the development of a multilateral structure, in the light of the Kyoto Protocol after 2012, with a view to avoiding dangerous climatic changes.

The document also advocates the strengthening of a structure for international cooperation and the need to focus the adaptation to the climatic alterations in the structure of post-2012 Kyoto and international partnerships for reduction of poverty.

Angola is in the 162nd position of the Human Development Index (HDI).
