UN Climate Change Conference

The sessions (COP 15) of the United Nations Framework Convention on Climate Change is open to Parties of the Convention and Observer States (Governments), the United Nations System and observer organizations duly admitted by the Conference of the Parties.  In addition, accredited press is allowed to cover the proceedings of the Convention.

Parties
Governments nominate their respective representatives to participate and negotiate at the sessions of the Convention and the Kyoto Protocol.  This may include ministers, negotiators, and those who the Governments consider are necessary to achieve their goals during the sessions. 

The United Nations System
The United Nations bodies, specialized agencies and related organizations (such as WMO, UNEP, IPCC, the World Bank, GEF) are allowed to observe the proceedings.  Each organization nominates a number of representatives to attend the sessions at their discretion. 

Observer Organizations
The Convention allows the intergovernmental and the civil society organizations duly admitted by the Conference of the Parties to observer the sessions of the Convention and the Kyoto Protocol.  Representatives of the organizations that are not admitted can also attend the COP 15 through the nomination by admitted organizations.  The lists of admitted organizations and their contact details are available on the UNFCCC official website

Press
The process of press registration is carried out by the UNFCCC secretariat following the UN procedures. 

Press may apply to the UNFCCC secretariat for registration at any time. 

The Notifications for Parties, the UN and the duly admitted observer organizations will be issued two months before each session and it contains the deadline for submission of nominations.
