The first regional consultation took advantage of the gathering of the Human Development and Capabilities Association's annual conference to stimulate a discussion amongst development practitioners and academics on rethinking human development. The consultation was focused on development paradigms and policies, and the role of human development approach and the human development report (HDR) in shaping policy action, with special emphasizes for the Indian and South Asia region. There was a retrospective of successful and less successful outcomes in the history of 20 years of global HDRs, as well as a discussion on key challenges beyond 2010.

The consultation with Development practitioners and academics with expertise in Latin America topics discussed several questions both conceptual and of measurement regarding HDR2010. It started with a debate on methods to assess the human development performance over time and across countries, and how to integrate different human development dimensions (e.g., political expression and participation, physical security, sustainability).

In the meeting there were participants from a range of academic institutions, leading civil society organizations and government. The discussion emphasized the importance of comparative national and regional data indicators of human development performance, as well as the need of conceptual innovation. Some forward looking options were presented and discussed in the context of Asian-Pacific region, namely in terms of the areas of social inclusion, indigenous peoples’ rights, governance and accountability, and public finance.

This meeting was designed to foster an exchange of ideas that will push the frontiers of thinking about the measurement of development, focusing on the challenges and potential improvements to the Human Development Index and other measures used in the Human Development Report. The meeting began with a discussion of the working ideas for the 2010 Human Development Report, and had four subsequent panels on the use of composite indices, current challenges and limitations, possible innovations and improvements, and data availability. The discussion involved a select group of experts across a range of disciplines and with a particular emphasis on the Arab region.

Consultations with Member States on improvements to measuring the three dimensions of Human Development Index took place between HDRO, the bureau of the United Nations Commission on Statistics, and representatives of regional statistical bodies. This followed interest expressed by Member States during the 41st meeting of the Commission, which met in February 2010, in New York.

The discussion, with a Southern African perspective, focused on different potential approaches to HDR2010, how to measure and assess the progress on human development, and the impact of the global economic crisis.

The informal consultation with academics and experts on human development paradigm started by making a retrospective analysis of the human development institutional agenda and its historical context. It then evolve towards a more forward looking debate on how the approach can shape the current development thinking in areas of democracy, governance and multilateralism. Finally there was a brainstorm on what is the current status and options for measuring human development, and which are the possible and expected ways for moving ahead.

UNDP Platform 2010, Consultation with Civil Society - Emerging debates on the “new multilateralism” are founded on the premise that processes of globalization have given rise to new multi-layered networks of non-state actors increasingly active in development, while also transforming the relationship between state and society. In this framework, the consultation with civil society steering group to UNDP was a fruitful brainstorm on the role of multilateral institutions and UNDP in particular in the context of international development challenges.

In the meeting there was the participation of several academics and practitioners on human development and capabilities association with both a global and Latin America expertise. The discussion had a conceptual and global focus, as well as a more measurement and policy oriented discussion towards the challenges of human development in the context of Latin America.

The conference focused both on conceptual issues in human development and wellbeing, including those related to inequality, community wellbeing and interventions, safety, security and freedom. It is also planned to be linked to the Sarkozy / Stiglitz commission analysis on how the global economy may become more supportive and protective of human development.

The conference discussed major human development challenges with a focus on East Asia. Starting with an overview of the progress and setbacks to human development in the region, the discussion would try to debate potential avenues of better assessing progress made and areas where further policy action may improve human development outcomes.

The first meeting gathered representatives from international agencies to discuss the structure of and ideas for the report. The second meeting was held jointly with the European Commission and gathered a number of academics, international and local experts, and representatives of international organizations, to discuss the role of development cooperation and aid in development strategies and its impact on and relationship with human development.

HDRO, in conjunction with the Center for International Development (CID) at Harvard University, hosted a brainstorming session on human development at the Harvard Kennedy School. This meeting fostered an exchange of ideas about the measurement and causes of development, and the policy directions that can enable human progress. The meeting included a discussion of the working ideas for the 2010 HDR, and four subsequent panels on the use of composite indices in policy analysis, the causes of long-run improvements in human development, development strategies and new research directions.

The objective of this technical consultation was to review and discuss what we have learned about the intrinsic and instrumental importance of inequality and poverty over the past 20 years, why multi-dimensionality matters, and what are the measurement challenges and possible improvements. The preliminary results of background empirical work, using alternate methods, were presented and discussed. Policy implications were also reviewed.

HDRO, in conjunction with the Center for Global Development, hosted a consultation with academics, activists and researchers involved in collecting and analysing data on empowerment and participation in order to revisit notions of empowerment in the human development paradigm, its intrinsic and instrumental value and whether and how empowerment can be accounted for in or alongside the human development index. Issues and options around measurement were also considered.

The consultation brought together indigenous experts convened by the United Nations Permanent Forum on Indigenous Issues (UNPFII) and HDRO/UNDP. The discussion evolved around how Human Development is understood by indigenous peoples. Of particular concern for the indigenous experts were issues surrounding collection and disaggregation of data that are reflective of the specific concerns and challenges faced by indigenous peoples as they pursue their world views. The concepts of empowerment, equality, human rights and environmental sustainability were also discussed as they relate to the experiences and concerns of indigenous peoples.

The consultation was designed to consider the broad question of "How do gender issues hinder or promote human development?" and in particular what has changed and what we have learned since 1990, and since the 1997 HDR on gender. Topics explored included political and civil rights and the import of women’s participation; issues surrounding violence against women and women’s safety and security; issues surrounding women's labor force participation and compensation; and issues surrounding women’s health and physical autonomy.

At the UNDP Annual Session, HDRO reported on the consultation process that is undertook each year in preparing the Human Development Report. The Deputy Director of HDRO, Ms. Eva Jespersen, lead the presentation. The board took note of the report, and in the official summary of the session, “The Board also recognized the significant contributions of the Human Development Report (HDR) in the last 20 years to the global development agenda and in the identification of emerging issues. Delegations appreciated the number and kind of consultations undertaken, which provided greater transparency of the process."

Consultations with Member States on improvements to the Human Development Index took place between the Human Development Report Office and an Expert Group established by the UN Statistical Commission. The Expert Group was broadly supportive overall and of the specific changes being undertaken to the HDI and of the work on better measurement of inequality. The Group made a number of detailed suggestions and recommendations which HDRO is taking into account.

The event was organized and sponsored by the Australian Council for International Development (representing several development NGOs) and the Alfred Deakin Institute. There was also broad and senior government participation (australian Treasury, AUSAID, ABS). Discussions benefitted from the participation of discussants, of which many were leading academics and NGO representatives. Ideas and thoughts were presented in view of supporting the research efforts of the 20th anniversary HDR and its analysis of progress in development outcomes and data since 1970.
