In celebration of this 20th anniversary year of UNDP’s Human Development Report, the UNDP Washington Roundtable is convening several sessions on rethinking human development. Part Two of this series will take stock of the role of democratic governance in human development. The opening paragraphs of the inaugural 1990 Human Development Report stated that political freedom, including human rights, was an integral part of human development. Yet the report noted that this central aspect of human development was not captured by the Human Development Index because “a quantitative measure of human freedom has yet to be designed.” During the past two decades, how far has the international community progressed in integrating democratic governance into the practice of human development? Can measures of “democratic governance” specifically and “empowerment” generally now be used to supplement the current measures of human development?
