The main theme of the Mexican National Human Development Report 2006-2007 is migration and its connection with human development, focusing on a fundamental question: is migration just a product of the exercise of freedom or is it the only option available? The concern to answer this question has its origin in the increasing migratory phenomenon in the country.
This third National Human Development Report closes the first cycle dedicated to the study of the causes and consequences of inequalities; hence it must be read bearing in mind the two previous reports. The first one focused on regional development and the second one on the municipal scope.
