Nicaragua's second NHDR presents a reflection of the country as is viewed by its people. The Report is aimed at providing greater understanding of Nicaraguans' aspirations, and defining the necessary conditions for achieving these goals. It is a reflection on Nicaraguan society's future, as well as a tool to building such a society. Achieving such a social reality requires developing people's capacities and opportunities to promote equity and security. The Report concludes that this is finally a matter of creating the enabling conditions for fostering individual capabilities, and by doing so, society's capacity to control its own development.
