The focus of this Report is on the imbalances affecting the nation's progress towards higher levels of human development. As emphasized in the 1990 Global HDR, human development has two important aspects: the formation of human capabilities - such as improved health, knowledge and skills - and the use that people make of these capabilities for leisure, productive purposes, and for being active in cultural, social and political affairs.
