JHDC Call for Papers: Thematic Issue on Mobility and Human Development

Mobility, both within and beyond borders, has become an increasingly prominent theme in domestic and international debates. Proponents of migration state that mobility is a fundamental capability whose expansion can significantly raise the freedoms of individual migrants and their families. At the same time, mobility can pose a challenge to the destination community in terms of accommodating the needs and rights of immigrants and in stimulating their inclusion and contribution to the destination/host society. Mobility is also associated with concerns for job security in destination communities and brain drain and rising inequality in source areas. In light of the current financial crisis, there have been signs that migrants’ opportunities will be further constrained.

Papers for this thematic issue of the Journal of Human Development and Capabilities should address one of the following sub-themes:

  1. How should we think about human movement within the capabilities approach? Should mobility be conceptualized as a capability in itself, or is its value mainly derived from its instrumental role in raising other dimensions of human development?
  2. Is mobility a right or privilege? What would be the appropriate conceptual framework to think of human mobility?
  3. How has mobility shaped human history? What are the drivers and the long-term patterns of migration?
  4. What are the impacts of migration on the human capabilities of migrants and their families? How do source and host areas fare?
  5. How could policies and institutions enhance the benefits of movement, within and/or beyond borders, and limit the risks and vulnerabilities associated with it?
  6. What are the key issues pertaining to the exercise of ‘citizenship’ (and inclusion) at origin and destination?

Researchers from all disciplines of social sciences are invited to submit papers (no more than 8,000 words). The deadline for submissions is April 24, 2009. Francisco Rodriguez, Head of the UNDP HDRO Research Team, is the Lead Editor for this thematic issue.
