General Human Development Report: Ukraine 1995

The report suggests that a consensus has begun to emerge concerning some of the elements that are central to the elaboration of the Human Development Strategy for Ukraine, which would put people first. The primary element is one of empowerment, because it is central to all three transitions, the second is equity, which focuses on the more vulnerable and marginalized, the third is employment, because jobs are ultimately the only basis for sustaining livelihoods, and the fourth is the environment, because achieving a balance between humans and resources will be necessary to support and consolidate socio-economic gains.
