The Madagascar NHDR 2006 deals with Information Technology, Communication (ITC) and human development. It builds on Madagascar’s Action Plan to reach the Millennium Development Goals. This report highlights the links between ITC and human development in the context of Madagascar’s development challenges in the face of globalization and the multiple existing responses to ITC challenges. It makes realistic recommendations to policy makers and defines possible strategies that are consistent with the ultimate goal of human development and progress towards reaching the MDGs.
