The Human Development Awards Programme received 27 nominations in 2013. All national and sub-national HDRs published between the beginning of 2009 and mid-2012 were eligible, as were all regional HDRs published between the start of 2007 and mid-2012.
The reports were reviewed by an internal judging panel (UNDP) that consisted of colleagues from all regional bureaus, the Bureau of Development Policy, The Executive Office and the Human Development Report Office. The panel agreed on a short list, which was then considered by an external judging panel, who recommended the winning reports.
In previous years, awards were given to the best reports in different categories. In 2013 we have simplified the system. Awards were granted to the best Human Development Reports. To be considered, reports needed to have a demonstrable impact on national policy debate and conversation, as well as demonstrated success in at least one of the following characteristics:
