The Palestine HDR does an excellent job of focusing on gender when discussing development issues. Nearly all figures, from unemployment to the breakdown of foreign aid by sector include information on the role of women.
The main message of the 1995 HDR is that it is necessary that Human Development incorporate gender issues. If the purpose of development is to enlarge everybody’s opportunities, the ongoing exclusion of women from many opportunities of life distorts the development process totally.
The report underlines the effects of the long lasting internal conflict on the evolution of human development. The analysis draws attention to the differences at the national and regional levels and between men and women.
Poverty and gender inequality is identified to be the main obstacles to Kenya's human development. Women form a disproportionately large proportion of the poor and the report tries to find the connection between the two.
