The Road Ahead

The Swaziland HDR gives a fairly comprehensive overview of the status of human development in the country, including a profile of income poverty. The report is also noteworthy for proposing poverty reduction as a central priority of the country’s national long-term perspective plan. The report concludes with a number of proposals that could be usefully expanded in future NHDRs in Swaziland.

the report gives a detailed profile of the status of human development in the country, offers more explanation of the causes of poverty and more evaluation of national poverty policies and programmes, and deals in more depth with the issue of decentralized governance for poverty eradication. The Report is an excellent example of a poverty-focused HDR. It tries to analyze the causes of poverty and not merely describe its features.

This report is the result of the first Human Development Index study in El Salvador at a departmental level, disaggregated by geographical area (rural and urban) and by sex. This study is based on concepts and methodology of the HDR and stresses that this is a new approach to development, different from traditional economic approaches in its focus on the human being.

The Report claims that the Structural Adjustment Programme, instituted in 1986, did little to improve the economic situation; in fact, it helped unleash forces of speculation rather than promote productive investment.
