Serbia - NHDR 2016: Social Capital, The Invisible Face of Resilience

Serbia’s Human Development Report examines the country’s ‘invisible face of resilience’ or social capital –as manifested by peoples’ actions in times of crisis. In particular the report frames ‘resilience’ as the ability of Serbian municipalities to resist, absorb, adapt and recover from the effects of natural disasters – and to “build back better”. In doing so, the report seeks to compare municipalities through a new ‘Capitals for Resilience Index’.
