The State of Progress in Human Resource Development

Investment in education has a multiplier effect. Tanzania’s education system, particularly primary education, is in an egregious state. The decline and the effectiveness of government spending on education must be reversed, through better management of existing resources as well mobilization of new resources, both from domestic and external sources.
