The Albanian report gives a summary of the development within certain fields of the society such as the economy, social cohesion and the transition process. The principal chapter focuses on the rise and fall of the economy.
The report offers some frameworks for further expanding choices for some of the poorest and most vulnerable groups in the country. In light of lessons learned from the "doi moi reform" process (an economic reform and poverty eradication program) over the past 12 years, and the resulting impressive achievements in poverty reduction, the report concludes that a further expansion of choices in the non-state sector through a further deepening and widening of the doi moi reform process appears to offer the greatest potential for sustainable poverty reduction and human development.
The theme of the first Sri Lanka HDR is to analyze regional achievements and shortfalls in human development in order to answer a series of questions.
