The theme of the report is "Restoring a Post-Conflict Ethiopia through Human Resource Development". The Report does distinguish human development from "human resource development". Various government programmes are analyzed, such as the Emergency Recovery and Reconstruction Program, the Ethiopian Social Rehabilitation Fund and the Safety Net Program.
