The report aims to investigate the status of HD in the country over the last 10 years and to examine how external debt has limited or constrained HD progress in the country. It will explore the nature of the country's external debt and the causes of Gabon's severe debt crisis and will propose policy solutions to extricate the country from a vicious cycle of debt and weak social progress.
