Towards Human Development with Equity

While both the Chinese Government and the international community recognize the threats and challenges that China faces in terms of effectively advancing its poverty reduction campaign, the current debate is no longer about "what" and "why", but "how". And it has been increasingly acknowledged that China has to promote a development process which would allow for an equitable distribution of its benefits among regions and people, and thus progressively reduce poverty, inequality and maintain social cohesion. The issue of equity is central to human development and China's HDR 2005 intends to seek to contribute to the ongoing policy dialogue by bringing into it a human development perspective. The report argues that the implementation of proactive pro-poor macro-policies is required to foster human development with equity and reduce poverty on a sustainable basis.
