The NHDR reveals a dramatic decline in the Human Development Index for Armenia, which moved it from the group of countries with a high HDI to those with an average one. For instance, between 1993 and 1994 alone, it fell from 0.801 (ranking of 53) to 0.739 (ranking of 82). In its conclusion, the NHDR recognizes that, in spite of the decrease in per capita GDP, the level of human development in Armenia is still adequate due to the high standards of education and health-care inherited from the past. Yet the key message of the report is that the current stage of reforms in the country calls for a transition from relief to development activities, and that priority needs to be given to seven key focus areas, namely, the social protection of vulnerable groups, the strengthening of financial institutions and energy sector development; privatization and private enterprise development, reforms of education and health, development of productive farms, acquisition of and investment in new environmentally safe technologies and rehabilitation of housing systems. The general conclusion contained in this report suggests that the role of the state in Armenia as a catalyst of sustainable human development could be enhanced and sustained by accepting and promoting other players and interested parties. Armenia has experienced a decline in human development indicators since 2000. This can be attributed in part to the 1998 Russian crisis and the 1999 assassination of the Armenian Prime Minister. In addition, the report analyzes the achievements made in human rights and human development as well as the challenges ahead and focuses on the lack of sufficiently developed institutions, benchmarks and measurements of human rights. The theme has acquired special resonance due to Armenia’s scheduled accession to the Council of Europe. The National Human Development Report 2007 opens a dialogue; it presents the challenges and opportunities facing Armenia in regard to Human Resource Development. Politicians, educators and the wider community face the pressing need to formulate and commit to a coherent set of policies, plans, goals and priorities for national educational-human resource development. Citizens of Armenia are her major asset and they must be equipped to serve themselves and the nation. The report provides a framework for the dialogue.
